UOR seeks mature, capable students who have the preparation and motivation needed to accomplish their academic and professional goals. In addition, it is expected that successful applicants will demonstrate a commitment to and a passion for their chosen field of study.

UOR will admit qualified students who are able to demonstrate significant potential and promise of completing the program. This can be demonstrated with prior academic performance and professional experience. UOR exercises an open admissions policy. That is, all students who apply and meet the admissions criteria will be admitted into the program. UOR is not bound to physical classrooms and can, therefore, accommodate all students. As all degree programs are self-paced and year-round, a student may enter a degree program throughout the year and proceed through the program at their own pace.
